The Biggest Cluster Buys in Congress Right Now

Coldpine Research · Aug 28 · figures update with the data

One member of Congress buying a stock is an anecdote. Several members buying the same stock inside the same few weeks is a pattern, and it is one of the four factors in Coldpine’s signal score. We call it a cluster: at least 3 distinct members trading the same ticker in the same direction within a rolling 90-day window, computed from STOCK Act filings. This page lists every buy cluster active in the data right now, largest first.

The largest active buy cluster is SPCX: 6 members disclosed purchases between Jun 12 and Aug 12, with a combined disclosed range of $134K–$360K.

The SpaceX IPO cluster

As of publication in late August 2026, the standout is SpaceX. Space Exploration Technologies went public as SPCX on June 12, 2026, and five House members, from both parties, disclosed purchases dated June 12 to June 15: the IPO window itself. The accounts vary (self, spouse, and in one case a dependent child), and the individual buys range from $1,001 up to the $50,001–$100,000 band. We wrote up who owned SpaceX before the IPO in Which Members of Congress Own SpaceX? This cluster is the after-picture: the IPO turned a private stake held by a couple of members into a name five members bought in four days.

Every active buy cluster

Buy clusters with at least 3 distinct members in the trailing 90 days, ranked by member count, then combined disclosed volume. Amounts are sums of the range bounds members disclose, so read them as brackets, not point estimates.

The other side of the ledger

Buys are not the whole picture. The single largest cluster in the current window is actually a sell: MSFT, where 10 members disclosed sales between Jun 2 and Aug 27. Mega-cap names like Microsoft and Apple sit in many congressional portfolios, so they cluster on both sides more or less permanently; the informative clusters tend to be the narrower names that several members converge on at once. The full flow, buys and sells side by side, is on the Congress flow page.

Methodology and honest caveats

A cluster is at least 3 distinct members trading one ticker in one direction inside a trailing 90-day window anchored to the latest transaction date in our database. Dollar figures sum the low and high bounds of the ranges members disclose; exact amounts are not public. Because members have up to 45 days to disclose (and some take far longer), clusters surface weeks after the trades happen, and recent weeks are always undercounted. A few very active traders appear in many clusters at once, which is why we count distinct members rather than transactions, and we deduplicate the handful of members our roster carries under two name spellings. Figures on this page are computed live and update as new filings arrive.

Cluster detection runs continuously on every new filing, and cluster membership feeds each trade’s signal score.
